Handwritten notes from IRS Supervisory Special Agent (SSA) Gary Shapley show he quoted now-Special Counsel David Weiss as saying he was “not the deciding person” on charging Hunter Biden with tax, gun, and Foreign Agents Registration Act (FARA) violations.
